Solar Water Heating

It costs about $3000-4000 to install - which seems ridiculously expensive.
There is a Progress Energy rebate of about $450 - and the Federal Government is including a 30% tax credit.
  And there might be an additional State incentive (need to find out more about this.)

I am not sure how they will make money off of this - but I assume they will raise your power costs if you install Solar.  Is $2 per watt a good rebate if they increase your overall bill by 20%?
